Water

Water is the most visible boundary: reservoirs, aquifers, and river flows are all under sustained stress.

Diagnosis

Internal Catalan river basins are chronically vulnerable. Reservoir levels fluctuate dramatically, and drought decrees are becoming more frequent and more severe. The hydrological cycle is amplified by higher temperatures, which increase evaporation and reduce soil moisture retention.

Groundwater over-extraction is widespread in agricultural areas, particularly where irrigation intensity is high. Nitrate contamination from livestock and fertiliser use affects many monitoring points, with consequences for drinking water and aquatic ecosystems.

Urban demand, tourism, and industrial use compete with agricultural and ecological needs. The legal and administrative framework for sharing scarcity is weak relative to the emerging reality of prolonged drought.

Leverage

The highest leverage is reducing demand before it reaches the tap or the field: efficiency, leakage reduction, greywater reuse, and shifting crops and irrigation practices to lower-water alternatives.

Watershed restoration — riparian reforestation, wetland recovery, and soil regeneration — increases the natural storage and infiltration that reservoirs cannot provide. It is slow, but it is the only intervention that increases the system's total capacity.

Governance and transparency are force multipliers: open, real-time data on reservoirs, aquifers, and allocations lets scarcity be managed fairly and lets the public hold decision-makers accountable.
