Water
Water is the most visible boundary: reservoirs, aquifers, and river flows are all under sustained stress.
Water is the most concrete limit: when reservoirs are low, it is visible to everyone. A resilient water system means less waste, healthier rivers, and fewer drought restrictions.
Water is a clear systems-limit issue. Investments in efficiency, metering, and watershed restoration have measurable returns in reduced scarcity risk and avoided infrastructure cost. Patient, outcome-linked capital is appropriate.
Water planning is highly regulated, which creates both constraint and opportunity. Municipal water utilities, river basin authorities, and drought plans are the natural partners for efficiency and governance interventions.

Diagnosis
Groundwater over-extraction is widespread in agricultural areas, particularly where irrigation intensity is high. Nitrate contamination from livestock and fertiliser use affects many monitoring points, with consequences for drinking water and aquatic ecosystems.
Urban demand, tourism, and industrial use compete with agricultural and ecological needs. The legal and administrative framework for sharing scarcity is weak relative to the emerging reality of prolonged drought.
